PennLUG By-Laws

BYLAWS of PennLUG


ARTICLE 1: DEFINITIONS

Dues shall have the meaning set forth in Article 5 Section 3 of the ByLaws.

Logistics Committee shall have the meaning set forth in Article 3 of the Bylaws.

LUG means Lego User Group.

Member means a general reference to all Subscribers and Participants who have so qualified for such classifications pursuant to the relevant provisions of Article 5 of these Bylaws.

MOC is an acronym meaning My Own Creation. This can refer to a specific model or a display.

Participant means all Members of the LUG who so qualify in accordance with the provisions of Article 5 below.

PennLUG refers to the Pennsylvania LEGO Users Group, which is a LUG based in and drawing most of its membership from within Pennsylvania.

Quorum means greater than 40% of the existing members of the LUG in good standing pursuant to Article 5 below.

Subscriber means all Members of the LUG who so qualify in accordance with the provisions of Article 5 below.



ARTICLE 2: PURPOSE

SECTION 2.1 PURPOSE

The LUG will promote the hobby of building with LEGO bricks. This is done through sharing of ideas and Mocs at monthly meetings, through the club internet forum online, as well as exhibit at community events and LEGO Conventions.



ARTICLE 3: LOGISTICS COMMITTEE

SECTION 3.1 NUMBER

The committee shall intially consist of four Subscribers. Since many duties will have a fiscal component, the Treasurer shall be one of the members. Additional seats may be added upon approval of the LUG.

SECTION 3.2 GENERAL POWERS

Subject to the provisions of these Bylaws , the activities of this committee shall be conducted, and all powers shall be exercised, by and under the direction of the LUG. The Logistics Committee is capable of spending up to $100 dollars in a month without seeking direct approval of the LUG. Expenditures above this amount must be done at the direction of the LUG membership.

SECTION 3.3 DUTIES

It shall be the duty of the Committee to:

(a) Perform any and all duties imposed on them collectively by these Bylaws.

(b) Form, supervise and dissolve subcommittees as appropriate to conduct the business of the LUG.

( c) Form an annual budget for the calendar year. Which is presented to the LUG for approval.

(d) Establish annual dues for membership and determine the rights, privileges and obligations for each class of membership. Both of which are then ratified by the LUG.

Section 3.4 QUALIFICATION, APPOINTMENT

(a) Qualification
Committee members shall be Subscribers.

(b) Term; Renewal; Vote of No-Confidence

The committee shall be subject to re-election every two years. Committee members may be renewed through elections. A committee member may step down at any time.

Any LUG member may call for a special vote of no-confidence concerning any Logistics Committee member. Such vote of no-confidence shall be taken as soon as possible after the request, when a quorum is established.

( c) Nomination and Election

Any open seats on the Committee shall be filled via election by the LUG members.The only requirement for candidacy is Subscriber level membership. Any LUG member has the right to nominate a candidate to the committee.

Elections are conducted at the February meeting by a simple, hand count majority of those in attendance. An election can only be conducted with a quorum. If not enough members for a quorum are present, then the election is carried over to the next meeting.

SECTION 3.5 COMPENSATION

Committee members serve without compensation by the LUG.

SECTION 3.6 TREASURER

The Treasurer shall:

(a) Have charge and custody of, and be responsible for, all funds of the LUG.

(b) Receive, and give receipt for, monies due and payable to the LUG from any source whatsoever.

( c) Disburse or cause to be disbursed, the funds of the LUG as may be directed by the LUG membership, taking proper vouchers for such disbursements.

(d) Keep and maintain adequate and correct accounts of the LUG's properties and business transactions, including accounts of its assets, liabilities, receipts, and disbursements.

(e) Render to the Logistics committee, whenever requested, an account of any and all of his transactions as Treasurer and of the financial condition of the LUG.

(f) In general, perform all duties incident to the office of Treasurer and any other duties as may be required to facilitate LUG business.



ARTICLE 4: CLUB MEETINGS

SECTION 4.1 FREQUENCY

Meetings are to be held monthly, and are planned for the first Saturday of each month. This is subject to change due to prevailing conditions. Each meeting date will be confirmed at the previous meeting.

SECTION 4.2 LOCATION

Meetings are held at member's homes. Members take turns, on a voluntary basis, hosting gatherings. Meetings should start at 12 noon and may last appropriately 4 hours. These hours are subject to the discretion of each meeting's host.

SECTION 4.3 DEPORTMENT

All members are expected to treat other with the utmost civility. Constructive critiques are always welcome. But offensive and abusive behavior will be addressed on a case by case basis.



ARTICLE 5: MEMBERHIP

SECTION 5.1 AGE REQUIREMENT

Membership is open to all adults aged eighteen or older.

SECTION 5.2 MEMBERSHIP LEVELS

There are two kinds of membership, Subscriber and Participant. Participant is the basic level of membership. The only requirement is to accept and abide by the Bylaws of PennLUG. This level of membership gives full access to the PennLUG forums, club T-shirts and inclusion in PennLUG exhibits.

The advanced membership tier is Subscriber. Members are required to pay dues at this level.The Subscriber status also gives access to PennLUG's LUG Bulk list, club discounts at Lego stores, reimbursement of some exhibition costs and eligibilty for election to the Logistics Committee. The exhibition reimbursements will be unique to each event.

SECTION 5.3 DUES

Dues are collected only from members seeking Subscriber status. The dues are set at the December meeting and are due to the Treasurer by the March meeting. The dues are for the calendar year.

New Subscribers pay for the full year at time of enrollment, The second year is calculated as the prevailing rate minus a prorated amount from the previous year.



ARTICLE 6: EXHIBITIONS

SECTION 6.1 EVENTS

The club has, as one of its aims, the intent to exhibit at various community events. The club mebership will approve those events it wishes to attend. This is done by a simple, hand count majority of those in attendance.

SECTION 6.2 MATERIALS, RESOURCES

Club exhibition materials shall be made available only for approved PennLUG events. This includes, but is not limited to, tables, plexiglass, vehicles and related resources.
